Enforcement actions

With the OSA in full effect, the UK regulator, Ofcom, is sending requests for information, opening investigations, and fining platforms that are not complying with its duties under the Act.

In 2025, Ofcom published its Illegal Harms Codes of Practice and the Children’s Safety Codes, with which online providers are now legally required to follow to protect their users. Moreover, the UK regulator launched two Enforcement Programmes. One to monitor if services meet their illegal content risk assessment duties and record-keeping duties under the Online Safety Act 2023. And another one to protect children from encountering pornographic content through the use of highly effective age assurance.

What Happens When Not Complying?: The 4chan OSA Issue

Not following the regulations can have consequences for websites. For example, the UK has put 4Chan a £20,000 fine in a bid to clamp down on platforms that are hindering Online Safety Act (OSA) investigations. This was issued after the controversial social media site ignored “legally-binding information requests” related to global revenue and its illegal harm risk assessment.

The 4chan OSA situation sends a clear message that any service which flagrantly fails to engage with Ofcom and their duties under the Online Safety Act can expect to face robust enforcement action.
